AIG is tied with Detroit’s Big 3 Auto manufacturers?

The world is confused. Isn't America supposed to be an independent republic and not a communistic democracy? What gives America's Congress the right to give $85 Billion dollars of tax payers money to AIG but not give $25 Billion dollars of taxpayers money to Detroit's "Big 3" auto manufacturers?
